Stat. tit. 19, § 19-893","heading":"Notice for bids","body":"After adopting the plans for the construction of the district\n\nsewer lines, sewerage disposal, or treatment plant, or parts\n\nthereof, and other work in connection therewith, and after\n\ndetermining the property necessary to be acquired, and after the\n\nbonds as hereinbefore provided for, have been authorized, the board\n\nof directors shall give notice by publication thereof in some\n\nnewspaper published in said county, calling for bids for the\n\nconstruction of said work, or any portion thereof, and to pay the\n\nexpense of purchasing and acquiring the necessary property, if any.\n\nSaid notice shall be published in three (3) issues of a daily\n\nnewspaper or two (2) issues in a weekly newspaper, the last\n\npublication to be at least ten (10) days prior to the date fixed for\n\nreceiving bids. The notice shall set forth that plans and\n\nspecifications can be seen at the office of the clerk and that the\n\nboard will receive sealed proposals therefor, and that the contract\n\nwill be let to the lowest responsible bidder, stating the time and\n\nplace for receiving and opening said proposals in public. Said\n\nnotice shall set forth any reasonable terms and conditions that the\n\nboard shall deem proper to impose with reference to the letting of\n\nthe contract and the provisions thereof. Said notice shall further\n\nset forth the nature of the performance and statutory bonds required\n\nto be furnished. As soon as convenient thereafter the board shall\n\nlet such contract, either in part or in whole to the lowest\n\nresponsible bidder, and it may reject any and all bids and\n\nreadvertise for proposals. The person or persons to whom the\n\ncontract shall be awarded, shall enter into a bond with good and\n\nsufficient sureties, in an amount equal to one hundred per cent\n\n(100%) of the contract price for the faithful performance of the\n\ncontract, and also a good and sufficient bond to the State of\n\nOklahoma for the payment of all labor and material used in the\n\nconstruction of such improvement.
