Stat. tit. 19, § 19-90","heading":"Challengers and watchers - Authority","body":"Any city, town or place being a candidate for the location of\n\nany county seat in any such election may appoint and designate one\n\nqualified elector in any precinct or voting place to act as\n\nchallenger at such precinct; and may appoint and designate one poll\n\nbook holder and one special watcher in any such precinct or voting\n\nplace: Provided, that the challenger, poll book holder and watcher\n\nshall perform duties as provided by law governing any general\n\nelection. Any such city, town or place may appoint in writing by,\n\nthe mayor or president of the board of trustees thereof or the\n\npresident of the organization representing such place one qualified\n\nelector of the county for each precinct who shall have the right to\n\nbe present in the room where the election is held at the precinct to\n\nwhich such person is assigned, and during all the time of the\n\nreceipt and counting of the tickets or ballots, and until the vote\n\nis fully canvassed by such election officers, and the returns\n\ncertified by the inspector, judges and clerks, and to whom the\n\ninspector, judges and clerks shall deliver a certificate, signed by\n\neach of them, of the vote received at said election by each\n\ncandidate, and the refusal of any such inspector, judge or clerk, or\n\nother person to extend and enforce the right herein granted, shall\n\nconstitute a Class D1 felony offense and shall, upon conviction, be\n\npunished by imprisonment as provided for in subsections B through F\n\nof Section 20N of Title 21 of the Oklahoma Statutes. Such person\n\nshall deliver such written appointment to the special election\n\ncommissioner of such election in proof of his authority to represent\n\nhis town as aforesaid at such election.\n\nR.L. 1910, § 1536.
