Stat. tit. 19, § 19-901.15","heading":"Bond election","body":"When the board of directors shall have estimated the cost of\n\nsuch purchases and construction work, it shall call an election at\n\nwhich shall be submitted to the electors of the district the\n\nquestion of whether or not the bonds of the district shall be issued\n\nin the amount so determined; provided, such bonds shall not be\n\nissued for more than the actual estimated cost of such purchase and\n\nconstruction.\n\nThe resolution of the board calling such election shall divide\n\nthe district into voting precincts of convenient size and a map\n\nthereof shall be filed with the district clerk. Such precincts so\n\nformed may be changed by the board any time thereafter, except that\n\nno change shall be made within thirty (30) days next preceding any\n\nelection. The said resolution shall appoint for each precinct, from\n\nthe electors of the district, one (1) clerk and two (2) judges, who\n\nshall constitute a board of election for such precinct. If the\n\nmembers appointed do not attend at the opening of the polls on the\n\nmorning of the election, the board may appoint other electors of the\n\ndistrict to supply the place or places of those absent. Said\n\nresolution shall designate the date, hour and place in the precincts\n\nwhere the election will be held.\n\nNotice of such election shall be given by publication in some\n\nnewspaper of general circulation in the county in which such\n\ndistrict is located once a week for three (3) consecutive weeks next\n\npreceding the date of such election, and by posting such notice in\n\nthree (3) public places in each election precinct, as established by\n\nsaid board of directors, for at least twenty (20) days prior to the\n\ndate of such election.\n\nSuch notice shall specify:\n\n1. The date of the election.\n\n2. The location of the polling places.\n\n3. The time that the polls will open and close.\n\n4. The amount of bonds proposed to be issued.\n\nOne (1) of the judges of each precinct shall be chairman of the\n\nelection board of the precinct and may: first, administer all oaths\n\nrequired in the progress of the election; second, appoint another\n\njudge or clerk, if during the progress of the election any judge or\n\nclerk ceases to act.\n\nAt such election, the ballots shall contain the words: \"Bonds -\n\nYes\", and \"Bonds - No\", or words equivalent thereto.\n\nThe said election shall be held as nearly as may be in\n\nconformity with the provisions governing the election for the\n\nformation of the district; provided, no informalities in conducting\n\nsuch election shall invalidate the same if the election shall have\n\nbeen otherwise fairly conducted.\n\nThe board of directors shall meet as soon as practicable after\n\nthe election and canvass the returns.
