To accomplish the objectives and to perform the duties\n\nprescribed by this act, the Public Employees Relations Board may\n\nsubpoena witnesses, issue subpoenas to require the production of\n\nbooks, papers, records, and documents which may be needed as\n\nevidence of any matter under inquiry, and administer oaths and\n\naffirmations. In cases of neglect or refusal to obey a subpoena\n\nissued to any person, the district court of the county in which the\n\ninvestigations or the public hearings are taking place, upon\n\napplication by the Board, may issue an order requiring such person\n\nto appear before the Board and produce evidence about the matter\n\nunder investigation. Failure to obey such order may be punished by\n\nthe court as contempt.\n\nB. Any subpoena, notice of hearing, or other process or notice\n\nof the Board issued under the provisions of this act may be served\n\npersonally, by registered mail, or by leaving a copy at the\n\nprincipal office of the person required to be served. A return made\n\nand verified by the individual making such service and setting forth\n\nthe manner of such service shall be proof of service, and a returned\n\npost office receipt, when registered or certified mail is used,\n\nshall be proof of service.\n\nC. The Board shall adopt, promulgate, amend, or rescind such\n\nrules as it deems necessary to carry out the provisions of this act.\n\nPublic hearings shall be held by the Board on any proposed rule of\n\ngeneral applicability designed to implement, interpret, or prescribe\n\npolicy, procedure or practice requirements under the provisions of\n\nthis act and on any proposed change to such existing rule.\n\nReasonable notice shall be given prior to such hearings, which shall\n\ninclude the time, place, and nature of such hearing and the terms or\n\nsubstance of the proposed rule or the changes to such rule.","path":["OK Code","Title 19"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os19.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0a091c6df6ecd0f638b401dc69675f2aa5e8e522f6da9e5b53cd9cb7772938b3","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-19-19-901.30-2","next":"us-ok/okla.-stat.-tit.-19-19-901.30-2.2"},"notice":"GroundRules: Original legal text.
