The arbitrators shall conduct the hearings and render their\n\ndecision upon the basis of a prompt, peaceful and just settlement of\n\nall submitted disputes between the full-time firefighters in a Rural\n\nFire Protection District and the corporate authorities. The\n\nfactors, among others, to be given weight by the arbitrators in\n\narriving at a decision shall include:\n\n1. Comparison of wage rates, insurance, retirement, other\n\nfringe benefits or hourly conditions of employment of the rural fire\n\ndistrict in question with prevailing wage rates or hourly conditions\n\nof employment of skilled employees of the building trades and\n\nindustry in the local operating area involved;\n\n2. Comparison of wage rates, insurance, retirement, other\n\nfringe benefits or hourly conditions of employment of the rural fire\n\ndistrict in question with wage rates or hourly conditions of\n\nemployment maintained for the same or similar work of employees\n\nexhibiting like or similar skills under the same or similar working\n\nconditions in the local operating area involved;\n\n3. Comparison of wage rates, insurance, retirement, other\n\nfringe benefits or hourly conditions of employment of the rural fire\n\ndistrict in question with wage rates or hourly conditions of\n\nemployment of fire departments in other political subdivisions of\n\ncomparable size and economic status both within and without the\n\nState of Oklahoma;\n\n4. Interest and welfare of the public and revenues available to\n\nthe Rural Fire Protection District; or\n\n5. Comparison of peculiarities of employment in regard to other\n\ntrades or professions, including specifically:\n\na. hazards of employment,\n\nb. physical qualifications,\n\nc. educational qualifications,\n\nd. mental qualifications, and\n\ne. job training and skills.\n\nB. Fees and necessary expenses of the arbitrator selected by\n\nthe bargaining agent and the arbitrator selected by the corporate\n\nauthorities shall be borne by the bargaining agent and the corporate\n\nauthorities respectively.
