When funds are made available for such purpose, the State\n\nDepartment of Agriculture shall administer grants from any monies\n\nwhich may be available for the purpose of the improvement of fire\n\nprotection in rural areas of the State of Oklahoma, to the end that\n\nthe hazard of loss by fire and fire insurance rates may be reduced\n\nand the public safety thereby promoted. Any such monies shall be\n\ndistributed in the manner provided by law.\n\nB. The State Department of Agriculture is authorized to\n\nallocate such monies obtained pursuant to subsection A of this\n\nsection to eligible entities on a matching basis and such matching\n\nrequirements may be fulfilled either in cash or in-kind. In\n\naddition, the State Department of Agriculture is authorized to\n\nestablish preferential matching requirements for eligible entities\n\nwhich have Insurance Service Organization rates of ten (10) or which\n\nhave other critical circumstances and needs which are determined by\n\nthe State Department of Agriculture to justify preferential matching\n\nrequirements.\n\nC. 1. The State Department of Agriculture shall in writing\n\nnotify the rural fire protection coordination districts of any\n\navailable grant monies by August 1st of each year.\n\n2. Each rural fire protection coordination district desiring to\n\nobtain such grant monies for improvement of fire protection within\n\nsuch district shall submit such request to the Department, in such\n\nform and in such manner as required by the Department, by September\n\n1, of each year.\n\n3. The Forestry Division shall submit the final list of\n\ngrantees and their approved amounts prior to the October meeting of\n\nthe Board of Agriculture for consideration.\n\n4. By October 1 of each year, the Department shall make a\n\ndetermination on the allocation of such monies to the rural fire\n\nprotection coordination districts.\n\n5. Upon approval, the Forestry Division shall distribute the\n\nforms required by law to all grantees to certify the grant. The\n\nprescribed form must be signed by the grantee and returned to the\n\nForestry Division before the grant becomes official.\n\n6. Expenditures made prior to the date of the grant award shall\n\nnot be considered for reimbursement.\n\n7. Fire departments shall submit copies of paid invoices,\n\ncanceled checks or other proof of purchase, attached to the\n\nprescribed form when requesting reimbursement. No more than three\n\n(3) partial payment requests are permitted.\n\n8. Fire departments shall keep complete and accurate records of\n\ngrant expenditures and make this information available to the\n\nForestry Division or the coordinators on request.\n\n9. Approved claims shall be submitted by the Forestry Division\n\nfor payment. Checks shall be sent promptly to the fire department's\n\ncontact person when received.\n\n10. The coordinators shall closely track the progress of all\n\ngrantees in the assigned district to assure their completion by June\n\n30. As of April 1, an assessment shall be made to determine the\n\namount of grant funds which remain unobligated in each district, and\n\ntherefore available to make additional grants within that district.\n\nThe coordinators shall use the original prioritized list of grant\n\napplications to make additional grants, and submit a list of\n\nadditional grantees and amounts to the Forestry Division for\n\nprocessing through the April meeting of the Board of Agriculture for\n\napproval. These grants are still subject to the June 30 cutoff for\n\nobligating grant funds. The same procedures will be used as for the\n\nfirst round of grants.\n\n11. Follow-up compliance audits shall be performed by the\n\ncoordinators and the Forestry Division of the State Department of\n\nAgriculture. Fire departments are required to cooperate fully\n\nduring the audit.\n\nD. In determining the amount of grant monies to be awarded to a\nsubject to the June 30 cutoff for\n\nobligating grant funds. The same procedures will be used as for the\n\nfirst round of grants.\n\n11. Follow-up compliance audits shall be performed by the\n\ncoordinators and the Forestry Division of the State Department of\n\nAgriculture. Fire departments are required to cooperate fully\n\nduring the audit.\n\nD. In determining the amount of grant monies to be awarded to a\n\nrural fire protection coordination district pursuant to the\n\nprovisions of this section, such district shall be eligible to\n\nreceive an amount resulting from computing the number of fire\n\ndepartments with service area populations of less than ten thousand\n\n(10,000) persons in a rural fire protection coordination district\n\ndivided by the total number of fire departments with service area\n\npopulations of less than ten thousand (10,000) persons in this state\n\nmultiplied by the total amount of the grant monies available to\n\nrural fire protection coordination districts in the state.\n\nE. In addition to any other criteria established by the State\n\nDepartment of Agriculture for receipt of grant monies for rural fire\n\nprotection coordination districts, the State Department of\n\nAgriculture, pursuant to the Administrative Procedures Act, Article\n\nI, Sections 250.3 through 308.2 and Article II, Sections 309 through\n\n323 of Title 75 of the Oklahoma Statutes, shall establish criteria\n\nto rate and prioritize applications for funding such requests of the\n\nrural fire protection coordination districts. Such criteria shall\n\ninclude, but not be limited to, consideration for: number of\n\nresidents, businesses and square miles to be protected; fire runs\n\nper calendar year; annual sales and property tax collection; use of\n\nvolunteers; written fire plan or standard operating procedures plan;\n\nfundraising; training; compliance with legal requirements; and\n\nworkers' compensation and vehicle liability insurance coverage.","path":["OK Code","Title 19"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os19.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"79f5de0705631a2b74e85288a936ffaee9c196ab7dcc258646d4abcaca3b6707","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-19-19-901.56","next":"us-ok/okla.-stat.-tit.-19-19-901.58"},"notice":"GroundRules: Original legal text.
