The board of directors shall have the power and duty to:\n\n1. Manage and conduct the business affairs of such district;\n\n2. Make and execute all necessary contracts;\n\n3. Purchase or lease-purchase and maintain all necessary and\n\nconvenient engines, hoses, hose carts or other appliances and\n\nsupplies for the full equipment of a fire company or department;\n\n4. Appoint fire company officers and employees, sufficient to\n\nmaintain and operate the equipment owned by such district;\n\n5. Take by grant, purchase, condemnation, gift, devise or\n\nlease, and to dispose of, real or personal property of every kind\n\nnecessary for the operation of the district;\n\n6. Construct or otherwise acquire suitable firehouses and other\n\nbuildings or structures suitable for the housing of equipment and\n\nsupplies of the district, or for carrying on its own business and\n\naffairs;\n\n7. Employ such officers and employees as may be required, fix\n\ntheir compensation and prescribe their duties;\n\n8. Establish rules and regulations for the district and for the\n\nprevention of fires and conflagrations within the district and for\n\nthe protection of property at and during any fire;\n\n9. Prepare an annual budget and follow existing laws pertaining\n\nto the budget process such as public notices, public hearings,\n\nprotest periods and filing requirements in the same manner as they\n\napply to other forms of government in Oklahoma;\n\n10. Determine vacancies of the board of directors, fill\n\nvacancies and conduct board elections in the event of a vacancy on\n\nthe board of directors;\n\n11. Develop bylaws for the due and orderly administration of\n\nthe affairs of the board of directors and for its responsibilities\n\nspecified pursuant to this chapter, and may compel the attendance of\n\nabsent members in the manner and under penalties as the board may\n\nprescribe; and\n\n12. Do any and all other things necessary and proper in the\n\nmanagement and operation of the district for the purpose of\n\nprotecting property within its boundaries from fire.\n\nB. A fire protection district, created pursuant to this\n\nchapter, shall be deemed a political subdivision of this state. The\n\nboard may submit an application to include the firefighters of the\n\ndistrict in the Oklahoma Firefighters Pension and Retirement System.\n\nThe application for affiliation shall be submitted in accordance\n\nwith subsection A of Section 49-105.2 of Title 11 of the Oklahoma\n\nStatutes.\n\nC. The Board of Directors may acquire a certification or\n\nlicense to operate an emergency medical services agency from the\n\nState Department of Health or contract for services with a certified\n\nor licensed emergency medical service agency.
