Whenever ten persons who are holders of title to lands in a\n\ncounty located outside of the corporate limits of any incorporated\n\ncity or town, or fifty-one percent (51%) of the property owners in\n\nthe proposed district, shall petition the board of county\n\ncommissioners of the county in which such area owned by them is\n\nlocated for the formation of a rural road improvement district, and\n\nthe petitioners comply with the provisions of the Oklahoma Rural\n\nRoad Improvement District Act, the board of county commissioners may\n\nenter its order organizing such district, and when so organized such\n\ndistrict shall have the powers conferred herein or such as hereafter\n\nmay be conferred by law upon such rural road improvement districts.\n\nB. 1. The board of county commissioners is authorized to\n\ndetermine whether the election for organization of a rural road\n\nimprovement district shall be conducted pursuant to the procedures\n\nset out in Section 902.5 of this title or pursuant to the procedures\n\nset out in Section 902.20 of this title.\n\n2. The board of county commissioners is authorized to determine\n\nwhether the elections for directors of a duly organized rural road\n\nimprovement district shall be conducted pursuant to the provisions\n\nof Section 902.6 of this title or pursuant to the procedures set out\n\nin Section 902.21 of this title.\n\nC. 1. Despite any provisions in this section to the contrary,\n\nif no persons reside in the proposed rural road district, the board\n\nof county commissioners may only conduct the election for the\n\nproposed organization of a rural road improvement district pursuant\n\nto the procedures set out in Section 902.20 of this title.\n\n2.
