Stat. tit. 19, § 19-902.20","heading":"Conduct of district organization elections","body":"Elections to determine whether a rural road improvement district\n\nwill be organized may be conducted at a mass meeting or convention\n\nof the owners of real property in and residents of the district, or\n\nif there are no residents of the district, the owners of real\n\nproperty in the district, who are qualified to vote. The chair of\n\nthe board of county commissioners or his or her designee shall\n\npreside at the meeting and the voting shall be by secret ballot.\n\nThe presiding officer shall have the authority to appoint a\n\nsecretary of the meeting and the commissioner and secretary shall\n\ncertify results of the election to the board of county commissioners\n\nwho shall meet on the second Monday next following the election and\n\nproceed to determine the percentage of votes cast. If, upon such\n\ndetermination, at least three-fifths (3/5) of all the votes cast are\n\n\"Rural Road Improvement District - Yes\", the board shall, by order\n\ndeclare such territory duly organized as a rural road improvement\n\ndistrict under the name designated.
