Stat. tit. 19, § 19-902.21","heading":"Election of district directors - Qualifications -","body":"Notice.\n\nDirectors of a rural road improvement district shall be the\n\nowners of real property in and residents of the district or, if\n\nthere are no residents of the district, the owners of real property\n\nin the district. At the time of making its order organizing the\n\ndistrict, the board of county commissioners shall set a first\n\nmeeting of property owners of the district and direct the manner of\n\ngiving notice by publication thereof. The owners of property within\n\nthe district present at such meeting shall elect nine (9) directors\n\nwho shall hold their office until the second Saturday in January of\n\neach even-numbered year, at which time their successors shall be\n\nelected. The property owners present at the first meeting shall\n\nadopt the bylaws of the district.\n\nSubsequent elections for directors of the district may be held\n\nat a mass meeting or convention of the owners of real property in\n\nand residents of the district, or if there are no residents of the\n\ndistrict, the owners of real property in the district, who are\n\nqualified to vote. The voting shall be by secret ballot. At the\n\nfirst regular election after organization of the district called for\n\nthe purpose of electing members of the board of directors, the three\n\nqualified persons receiving the highest number of votes for member\n\nof board of directors of the district shall hold their respective\n\noffices for a term of six (6) years. The three qualified persons\n\nreceiving the next highest number of votes shall be elected for four\n\n(4) years, and the three qualified persons having the next highest\n\nnumber of votes shall be elected for two (2) years. Each two (2)\n\nyears thereafter, there shall be elected for a term of six (6) years\n\nthree members of the board of directors. Notice of the mass meeting\n\nor convention called for the purpose of electing directors of a\n\nrural road improvement district shall be given by publishing notice\n\nof the meeting stating the time, place and agenda in a newspaper of\n\ngeneral circulation in the county in which such district is located\n\nonce a week for three (3) consecutive weeks next preceding the date\n\nof the election, and by posting the notice in three public places in\n\nthe district for at least twenty (20) days prior to the date of the\n\nelection.
