Stat. tit. 19, § 19-902.6","heading":"Directors - Meetings - Terms - Bylaws - Election","body":"resolution - Conduct of election - Vacancies.\n\nDirectors of a rural road improvement district shall be the\n\nowners of real property in and residents of said district. At the\n\ntime of making its order organizing the district, the board of\n\ncounty commissioners shall set a first meeting of property owners of\n\nsaid district and direct the manner of giving notice by publication\n\nthereof. The owners of property within the district present at such\n\nmeeting shall elect nine (9) directors who shall hold their office\n\nuntil the next general election, at which time their successors\n\nshall be elected. The property owners present at such first meeting\n\nshall adopt the bylaws of the district. At the first general\n\nelection after organization of the district the three qualified\n\npersons receiving the highest number of votes for member of board of\n\ndirectors of the district shall hold their respective offices for\n\nthe term of six (6) years. The three qualified persons receiving\n\nthe next highest number of votes shall be elected for four (4)\n\nyears, and the three qualified persons having the next highest\n\nnumber of votes shall be elected for two (2) years. Each two (2)\n\nyears thereafter, there shall be elected for a term of six (6) years\n\nthree members of said board of directors. The board of directors of\n\nthe district shall submit, within fifteen (15) days before the\n\nfiling period of any district election, a resolution to the\n\nsecretary of the county election board conducting said election.\n\nThe resolution shall contain the following:\n\n1. The date of the election; and\n\n2. The offices to be filled or the questions to be voted upon\n\nat the election; and\n\n3. Qualifications for the offices; and\n\n4. Any other information necessary for conducting said\n\nelection.\n\nThe regular election in the district shall be held at the same time\n\nas the general election in this state. All polling places of\n\nprecincts, all or any part of which include areas within the\n\nboundaries of the district, shall be supplied ballots for the\n\npurpose of permitting electors of the district to vote for members\n\nof the board of directors of the district. Filing for the office of\n\nmember of the board of directors shall be with the county election\n\nboard on a nonpartisan basis during the regular filing period for\n\nstate and county offices and shall be done without the payment of a\n\nfiling fee and without filing of a petition in support of the\n\ncandidate's candidacy.
