Stat. tit. 19, § 19-902.8","heading":"Powers and duties of board of directors","body":"The board of directors shall have the following powers and\n\nduties:\n\n1. To manage and conduct the business affairs of such district;\n\n2. To make and execute all necessary contracts;\n\n3. To purchase or lease-purchase and maintain necessary and\n\nconvenient equipment for the construction and maintenance of roads\n\nwithin the district which acquisition shall be made pursuant to\n\nstate competitive bidding laws;\n\n4. To cooperate with the county in the use of county equipment\n\nfor the construction and maintenance of roads within the district;\n\n5. In cooperating with the county to utilize the services of\n\ncounty employees, sufficient to maintain and operate the equipment\n\nowned by such district in otherwise improving and maintaining the\n\nroads of the district;\n\n6. To take by grant, purchase, gift, devise or lease, and to\n\ndispose of, real or personal property of every kind necessary for\n\nthe operation of the district;\n\n7. To construct or otherwise acquire suitable buildings or\n\nstructures for the housing of equipment and supplies of the\n\ndistrict, or for carrying on its own business and affairs which\n\nacquisition shall be made pursuant to state competitive bidding\n\nlaws;\n\n8. To employ such officers and employees as may be required,\n\nfix their compensation and prescribe their duties;\n\n9. To establish rules and regulations for the district and for\n\nthe construction and maintenance of roads, culverts and drainage\n\nprojects within the district; and\n\n10.
