Stat. tit. 19, § 19-904.3","heading":"Powers and duties of board","body":"The board of directors shall have the following powers and\n\nduties:\n\n1. To manage and conduct the business and affairs of such\n\nauthority;\n\n2. To make and execute all necessary contracts;\n\n3. To acquire by lease, purchase, gift or otherwise and to\n\noperate and maintain all necessary and convenient county correction\n\nand detention facilities, including but not limited to facilities\n\nfor incarceration of criminals, juvenile detention and correction\n\nfacilities, mental health and alcohol and substance abuse correction\n\nand detention facilities, kitchen facilities, medical facilities and\n\nother equipment and supplies for the full equipment of such\n\nfacilities;\n\n4. To contract for employees, sufficient to maintain and\n\noperate the criminal justice facilities of the authority;\n\n5. To take by grant, purchase, gift, devise or lease, and to\n\ndispose of, real or personal property of every kind necessary or\n\nconvenient for the operation of the authority;\n\n6. To construct or otherwise acquire buildings and structures\n\nsuitable for the housing of equipment and supplies of the authority\n\nor necessary or convenient for carrying on its business and affairs;\n\n7. To employ such officers and employees as may be required,\n\nfix their compensation and prescribe their duties;\n\n8. To contract with federal, state and local governments and\n\nagencies for the use of the facilities of the authority;\n\n9. To establish rules for the authority; and\n\n10.
