As soon as practicable after organization of the authority,\n\nthe board of directors shall, by resolution entered on its record,\n\nformulate a general plan of proposed operation for the authority in\n\nwhich shall be stated the estimated cost of operation and\n\nmaintenance of the authority, what property, real or personal, is\n\nproposed to be acquired or constructed and the estimated cost of\n\nacquiring or constructing the same.\n\nB.
