Any county or combination of counties by resolution of their\n\ngoverning boards, may jointly create a regional jail district\n\npursuant to the provisions of Section 176 of Title 60 of the\n\nOklahoma Statutes for the purpose of planning, financing,\n\nconstruction, maintenance and operation of a jail located within the\n\nboundaries of such counties. A regional jail district created\n\npursuant to the provisions of this subsection shall have the powers\n\ngranted pursuant to the provisions of Section 176 of Title 60 of the\n\nOklahoma Statutes in addition to the powers granted pursuant to the\n\nprovisions of this act except that no district created pursuant to\n\nthe provisions of this act shall have any power or authority to\n\nexercise or to attempt to exercise any powers of eminent domain.\n\nThe county or combination of counties, or their agencies, creating\n\nthe regional jail district shall be designated the beneficiary of\n\nthe district. The boundaries of the regional jail district shall be\n\ncoterminous with the boundaries of the county or counties creating\n\nthe district.\n\nB. The board of county commissioners of each county desiring to\n\njoin the regional jail district shall approve a resolution to join\n\nthe district and shall approve an agreement which specifies the\n\nduties of each county within the regional jail district. If any\n\ncounty wishes to join a regional jail district which has already\n\nbeen established pursuant to this section, the agreement shall be\n\nrewritten and approved by each member county.\n\nC. The agreement which specifies the duties of each county\n\nwithin the regional jail district shall contain the following:\n\n1. The name of the regional jail district;\n\n2. The names of the counties within the regional jail district;\n\n3. The formula for calculating the contribution of each county\n\nto the costs of the regional jail district;\n\n4. The types of prisoners which the regional jail may house,\n\nlimited to prisoners which may be transferred to counties under\n\nstate law;\n\n5. The methods and powers which may be used for planning,\n\nconstructing, financing or maintaining a regional jail;\n\n6. The duties of the director of the regional jail; and\n\n7. The timing and procedures for approval of the annual budget\n\nof the regional jail district by the regional jail commission.\n\nD. Any county, city or town may contract with a regional jail\n\ncommission for the purposes of holding prisoners.\n\nE.
