The board of trustees shall be composed of nine (9) members\n\nas follows:\n\n1. One member shall be the county treasurer who shall be the\n\ntreasurer of the board of trustees;\n\n2. One member shall be the county clerk who shall be the clerk\n\nof the board of trustees;\n\n3. One member shall be the chair of the board of county\n\ncommissioners;\n\n4. Four members to be elected by the employees of said county,\n\nprovided in counties with a population in excess of five hundred\n\nthousand (500,000) according to the latest Federal Decennial Census,\n\none of the four members shall be a retired member of the system.\n\nRetired members and beneficiaries of the system shall be allowed to\n\nvote in the election in which their representative is elected; and\n\n5. Two members to be appointed by the chair of the board of\n\ncounty commissioners subject to the approval of a majority of the\n\nboard of county commissioners. If said appointees are not elected\n\nofficials, employees of the county or participants in the retirement\n\nsystem, they may be compensated at the rate of Fifty Dollars\n\n($50.00) per retirement board meeting attended.\n\nB. 1. The terms of office of the members appointed to the\n\nboard of trustees by the employees of said county who are members of\n\nthe board of trustees on the effective date of this act shall expire\n\non July 1, 1990. The members appointed or elected to fill the\n\npositions that expire July 1, 1990, shall serve initial terms of\n\noffice as follows:\n\na. the term of office of one of the members elected by\n\nthe employees of said county shall expire July 1,\n\n1991,\n\nb. the term of office of one of the members elected by\n\nthe employees of said county shall expire July 1,\n\n1992,\n\nc. the term of office of one of the members elected by\n\nthe employees of said county shall expire July 1,\n\n1993, and\n\nd. the term of office of one of the members elected by\n\nthe employees of said county shall expire July 1,\n\n1994.\n\nThereafter, the terms of office of the members of the board of\n\ntrustees appointed by the employees of said county shall be three\n\n(3) years.\n\n2. The initial terms of office of the members appointed by the\n\nchair of the board of county commissioners subject to the approval\n\nof a majority of the board of county commissioners shall expire as\n\nfollows:\n\na. the term of office of one of the members appointed by\n\nthe chair of the board of county commissioners subject\n\nto the approval of a majority of the board of county\n\ncommissioners shall expire July 1, 1991, and\n\nb. the term of office of one of the members appointed by\n\nthe chair of the board of county commissioners subject\n\nto the approval of a majority of the board of county\n\ncommissioners shall expire July 1, 1993.\n\nThereafter, the terms of office of the members of the board of\n\ntrustees appointed by the chair of the board of county commissioners\n\nsubject to the approval of a majority of the board of county\n\ncommissioners shall be four (4) years.\n\n3. Vacancies shall be filled for the unexpired term of office\n\nin the same manner as the original appointment was made.\n\nC. Those members appointed by the chair of the board of county\n\ncommissioners subject to the approval of a majority of the board of\n\ncounty commissioners shall:\n\n1. Have demonstrated professional experience in investment or\n\nfunds management, public funds management, public or private pension\n\nfund management or retirement system management; or\n\n2. Have demonstrated experience in the banking profession and\n\nhave demonstrated professional experience in investment or fund\n\nmanagement; or\n\n3. Be licensed to practice law in this state and have\n\ndemonstrated professional experience in commercial matters; or\n\n4. Be licensed by the Oklahoma State Board of Public\n\nAccountancy to practice in this state as a public accountant or a\n\ncertified public accountant.\n\nThe appointing authorities, in making appointments that conform to\nprofessional experience in investment or fund\n\nmanagement; or\n\n3. Be licensed to practice law in this state and have\n\ndemonstrated professional experience in commercial matters; or\n\n4. Be licensed by the Oklahoma State Board of Public\n\nAccountancy to practice in this state as a public accountant or a\n\ncertified public accountant.\n\nThe appointing authorities, in making appointments that conform to\n\nthe requirements of this subsection, shall give due consideration to\n\nbalancing the appointments among the criteria specified in\n\nparagraphs 1 through 4 of this subsection.\n\nD. Except for the retired member of the system, an elected\n\nmember shall cease to be a member of the board of trustees when such\n\nmember is no longer employed by the county. Upon such termination\n\nof employment, an election shall be held within ninety (90) days of\n\nsuch termination of board membership in order to replace such\n\nemployee as a member of the board of trustees.\n\nE.
