Every county establishing a retirement fund and system and\n\nhaving a population in excess of six hundred seventy-five thousand\n\n(675,000) according to the latest Federal Decennial Census is hereby\n\nauthorized to contribute to such fund and to pay to the treasurer of\n\nsuch fund for the use and benefit of the persons eligible for\n\nretirement benefits such amounts as the board of trustees may\n\nauthorize by resolution not exceeding the limitation as provided in\n\nSection 954 of this title. Money on hand in this fund shall not be\n\navailable for any other purpose and shall not be used for any\n\npurpose other than for retirement benefits to eligible persons\n\nexcept as provided in Section 952.2 of this title; provided that\n\nshould any county employee who has contributed to such retirement\n\nfund cease, either by resignation, discharge or failure of re-\n\nelection, to be a county employee at any time before such employee\n\nbecomes eligible for retirement, such employee shall be entitled to\n\nreceive from the retirement fund an amount, without interest, equal\n\nto the sum deducted from his or her salary and credited to the\n\nretirement fund, and the board of trustees is hereby authorized and\n\nrequired, on written demand of such employee, to return to such\n\nemployee, without interest, all funds contributed by such employee;\n\nand, provided further, that should any county employee whose\n\nservices as such employee shall have ceased prior to such employee\n\nbeing eligible for retirement, and should such employee have\n\nwithdrawn his or her contribution to the retirement fund as provided\n\nherein, such employee shall not thereafter become eligible for\n\nretirement unless he or she shall have paid into the pension fund\n\nall money previously withdrawn therefrom by such employee by\n\nSeptember 1, 1984, for those employees that again became county\n\nemployees prior to July 1, 1984, and within sixty (60) days after an\n\nemployee again becomes a county employee for those employees that\n\nagain become county employees on or after July 1, 1984.\n\nB. Every county establishing a retirement fund and system and\n\nnot having a population in excess of six hundred seventy-five\n\nthousand (675,000) according to the latest Federal Decennial Census\n\nis hereby authorized to contribute to such fund and to pay to the\n\ntreasurer of such fund for the use and benefit of the persons\n\neligible for retirement benefits such amounts as the board of\n\ntrustees may authorize by resolution not exceeding the limitation as\n\nprovided in Section 954 of this title. Money on hand in this fund\n\nshall not be available for any other purpose and shall not be used\n\nfor any purpose other than for retirement benefits to eligible\n\npersons except as provided in Section 952.2 of this title; provided\n\nthat should any county employee who has contributed to such\n\nretirement fund cease, either by resignation, discharge or failure\n\nof re-election, to be a county employee at any time before such\n\nemployee becomes eligible for retirement, such employee shall be\n\nentitled to receive from the retirement fund an amount, without\n\ninterest, equal to the sum deducted from his or her salary and\n\ncredited to the retirement fund, and the board of trustees is hereby\n\nauthorized and required, on written demand of such employee, to\n\nreturn to such employee, without interest, all funds contributed by\n\nsuch employee; and, provided further, that should any county\n\nemployee whose services as such employee shall have ceased prior to\n\nsuch employee being eligible for retirement, and should such\n\nemployee have withdrawn his or her contribution to the retirement\n\nfund as provided herein, such an employee, otherwise meeting the\n\neligibility requirements for membership, who has withdrawn his or\n\nher accumulated contributions at any period of time, and who wishes\n\nto reinstate the creditable service covered by such contributions,\no\n\nsuch employee being eligible for retirement, and should such\n\nemployee have withdrawn his or her contribution to the retirement\n\nfund as provided herein, such an employee, otherwise meeting the\n\neligibility requirements for membership, who has withdrawn his or\n\nher accumulated contributions at any period of time, and who wishes\n\nto reinstate the creditable service covered by such contributions,\n\nshall pay the system the full amount of contributions previously\n\nwithdrawn with interest thereon at the annual percentage rate of ten\n\npercent (10%) from the date withdrawn. The withdrawn contributions\n\nplus interest must be repaid by August 31, 1994 to reinstate such\n\ncreditable service. Any increase in benefits resulting from\n\nreinstatement of creditable service under this subsection shall be\n\nprospective from the date of repayment.
