Fails, refuses, or neglects to pay any fee or charge that is\n\nrequired or authorized by the provisions of the Oklahoma\n\nAgricultural Code;\n\n2. Fails, refuses, or neglects to obtain a license, permit,\n\ncharter, or registration as provided, authorized, or required by the\n\nOklahoma Agricultural Code;\n\n3. Performs any act requiring a license, permit, charter,\n\nregistration, or payment of a fee or charge without first obtaining\n\na license, permit, charter, registration, or payment of a fee or\n\ncharge; or\n\n4.
