All expenses of operating the free fair, including awards\n\nand prizes, shall be paid first from the tax account and second from\n\nthe miscellaneous revenue account. Any funds remaining in the\n\nmiscellaneous revenue account shall be appropriated for the next\n\nfiscal year to be used for maintenance, construction or any other\n\nproper purpose to be determined by the fair board.\n\nB.
