The president, secretary and board of directors shall\n\nconstitute the executive board of the free district fair association\n\nand shall have full power and authority to make all rules for\n\nholding the free district fair in accordance with the provisions of\n\nthis article. The executive board shall have authority to expend\n\nthe funds of the free district fair association, but in no case\n\nshall the expenditures exceed the amount of money donated and\n\nappropriated.\n\nB.
