The free district fair association shall have exclusive\n\nrights to all stand rights and privileges. Admission may be charged\n\nto races, horse shows, or any other special amusements. No money\n\ncollected pursuant to this section shall be used to defray any\n\nexpenses or costs of such races, horse show or amusements. In\n\naddition, the charging of admission to such amusements shall not\n\ninterfere with free access of the public to all exhibits.\n\nB. All monies derived from rights and privileges of the\n\nfairgrounds shall be collected by the secretary of the free district\n\nfair association, and except as provided in this section, may be\n\nused in defraying expenses.\n\nC.
