The election, as provided in Section 15-80 of this title,\n\nshall be called and held pursuant to the provisions of this section.\n\nB. The board of county commissioners shall cause to be\n\npublished in a county newspaper of general circulation in the\n\ncounty, for four consecutive issues, a proclamation calling an\n\nelection. The proclamation shall include a detailed statement of\n\nthe proposition.\n\nC.
