At any election held under the provisions of Section 15-80\n\nof this title, there may be also submitted to a vote of the legal\n\nvoters of the county, under the same conditions as provided in\n\nSection 15-80 of this title, the question of authorizing and\n\ndirecting the excise board of such county to make an annual levy of\n\nnot to exceed one (1) mill, for not to exceed five (5) succeeding\n\nyears, to provide a \"free fair improvement fund\". The fund shall be\n\nused for the purpose of securing suitable grounds, making\n\nimprovements thereon and maintaining the same. The fund shall be\n\nfor a special purpose.\n\nB.
