The board of county commissioners of any county which has\n\nacquired free fair lands and buildings pursuant to Section 15-91 of\n\nthis title or pursuant to any other act of the Legislature is\n\nauthorized to levy and include in the estimate of the county,\n\nsubmitted to the county excise board, a county ad valorem tax of not\n\nto exceed one (1) mill on the dollar valuation for the purpose of\n\nmaking additional free fair improvements, such as purchasing\n\nadditional lands, constructing additional buildings, beautifying and\n\nimproving the lands and repairing the free fair buildings.\n\nB. Said levy shall not be for a current expense but shall be\n\nfor a special purpose and for a special fund to be known as the free\n\nfair improvement fund.
