There is hereby assessed a fee of twenty-five cents ($0.25)\n\nper head on all sheep produced or sold in the State of Oklahoma and\n\na fee of two cents ($0.02) per pound on all wool produced or sold in\n\nthe State of Oklahoma. Such fees are assessed and imposed on the\n\nproducer at the time of the producer’s initial sale through an\n\nauction or to a dealer.\n\nB. If the dealer is the first purchaser, such dealer shall\n\nremit the applicable fee or fees to the Commission. In the case of\n\nwool gathered or held at a common point, cooperative or wool pool\n\nfor later sale, the applicable fee or fees shall be remitted to the\n\nSheep and Wool Utilization, Research and Market Development\n\nCommission at the time of the final settlement with the producer or\n\nproducers thereof.\n\nC. In any event, it is the duty of the first purchaser to remit\n\nsuch fee or fees to the Commission.
