Producers may petition at any time for a referendum to\n\ndetermine if the assessments levied by the Oklahoma Sheep and Wool\n\nProducers Act are to continue. The President of the State Board of\n\nAgriculture shall call and conduct a referendum if the petitions\n\nbear signatures of ten percent (10%) of the sheep and wool\n\nproducers.\n\nB. No more than one such referendum shall be conducted in any\n\none thirty-six-month period. The State Board of Agriculture shall\n\ndetermine if the petition bears the required number of valid\n\nsignatures.\n\nC. The President shall announce the referendum at least thirty\n\n(30) days prior to the day of voting. At least thirty (30) days\n\nbefore the referendum the President shall mail a notice of said\n\nreferendum to all known sheep and wool producers in the State of\n\nOklahoma who market sheep or wool. The notice shall specify the\n\ndates, times and places for holding the referendum and shall include\n\na sample ballot with the following wording:\n\nDO YOU FAVOR A CONTINUATION OF THE FIFTEEN CENT ($0.15)\n\nASSESSMENT PER HEAD ON SHEEP MARKETED IN OKLAHOMA AND THE ONE\n\nCENT ($0.01) ASSESSMENT PER POUND ON WOOL MARKETED IN OKLAHOMA\n\nFOR UTILIZATION, RESEARCH AND MARKET DEVELOPMENT?\n\nYES _____ NO _____\n\nD. Places within each county for conducting such referendum\n\nshall be designated by the Cooperative Extension Service of Oklahoma\n\nState University. Voting in each county shall be supervised by the\n\ncounty extension director or person designated by the Cooperative\n\nExtension Service if there is no county extension director in a\n\ncounty at the time of the referendum.\n\nE. The Sheep and Wool Utilization, Research and Market\n\nDevelopment Commission shall ensure sufficient ballots and supplies\n\nnecessary for the conduct of the voting and tabulation of returns.\n\nF. Certified results of the referendum in each county shall be\n\ntransmitted within twenty-four (24) hours after voting ends to the\n\nPresident of the State Board of Agriculture and the ballots\n\nthemselves shall be transmitted to the President within forty-eight\n\n(48) hours.\n\nG. Ballots shall be preserved by the President for a period of\n\nat least three (3) months.\n\nH. The results of the referendum shall be determined by the\n\nPresident and certified to the Governor, who shall issue a\n\nproclamation declaring the results.\n\nI. The Commission shall bear expenses of advertising and\n\nconducting the referendum.\n\nJ. Whenever the question of levying the assessments is\n\ndisapproved, by failure of sixty percent (60%) of the producers\n\nvoting in the referendum to favor continuation of the assessments,\n\nthe proclamation declaring the result shall provide for the\n\ntermination of the assessments on April 30 following the date of\n\nsuch referendum.\n\nK.
