The Oklahoma Wheat Commission shall assess a fee upon all\n\nwheat marketed by wheat producers in this state and sold through\n\ncommercial channels. The fee is assessed and imposed on the\n\nproducer at the time of sale or delivery, and shall be collected and\n\nremitted by the first purchaser to the Oklahoma Wheat Commission.\n\nUnder the provisions of the Oklahoma Wheat Resources Act, no wheat\n\nshall be subject to a fee more than once.\n\nB. The Commission shall allocate twenty percent (20%) of the\n\nfee levied and collected pursuant to subsection A of this section to\n\nthe Oklahoma Wheat Research Foundation for the purpose of conducting\n\nwheat research, including, but not limited to, utilization and\n\neducational projects, less the cost of collecting the fee, such cost\n\nnot to exceed fifty percent (50%) of the total of the office rental\n\nand clerical costs, and the costs of supplies and postage and such\n\ncost to be prorated on the basis of eighty percent (80%) to the\n\nCommission and twenty percent (20%) to the Oklahoma Wheat Research\n\nFoundation.\n\nC. In order for the Oklahoma Wheat Research Foundation to\n\nqualify for the allocation of twenty percent (20%) of collected\n\nfees, the Commission shall appoint a member of the Oklahoma Wheat\n\nCommission to the Oklahoma Wheat Research Foundation board of\n\ndirectors.\n\nD.
