The Oklahoma Department of Agriculture, Food, and Forestry\n\nmay enter into any cooperative agreement with the United States\n\nDepartment of Agriculture to certify or establish an inspection\n\nservice for the purpose of grading fruits, nuts, and vegetables.\n\nB. The terms and conditions of the cooperative agreement shall\n\nbe the governing authority for the inspection service. The\n\ncooperative agreement shall include, but not be limited to, the\n\nestablishment or certification of an inspection service and the\n\ngrading of fruits, nuts, and vegetables.\n\nC. To implement the terms of any state-federal cooperative\n\nagreement regarding the establishment or certification of an\n\ninspection service, the Department may employ personnel to oversee\n\nand supervise the inspection service.\n\nD. Personnel of the inspection service shall not be employees\n\nof the state for any purpose and shall not be entitled to any state\n\nbenefits including, but not limited to accrual of leave, insurance,\n\nlongevity, retirement, unemployment, or workers compensation.\n\nE. The legislature shall not appropriate funds for the\n\noperation of an inspection service established or certified to\n\nimplement a cooperative agreement pursuant to this section. The\n\nlegislature may appropriate funds necessary for the Department to\n\nemploy personnel to supervise and oversee an inspection service.\n\nF. Inspection service activities conducted under a cooperative\n\nagreement pursuant to this section shall be self-financed. The\n\ninspection service shall charge a fee to any person who receives\n\ninspection services pursuant to the terms of a cooperative\n\nagreement.
