This act shall be known and may be cited as the “Oklahoma\n\nBiofuels Development Act”.\n\nB. The Legislature finds that Oklahoma should encourage the\n\nprocessing, market development, promotion, distribution, and\n\nresearch of fuels derived from grain, ethanol or ethanol components,\n\nbiodiesel, biobased lubricants, coproducts, or byproducts to provide\n\nfor:\n\n1. Expanded use of Oklahoma agricultural products;\n\n2. Efficient and less-polluting energy sources and reserves\n\nwhich will make Oklahoma less energy dependent, reduce atmospheric\n\ncarbon monoxide levels, and retain Oklahoma dollars in the Oklahoma\n\neconomy to achieve a multiplier effect, thereby generating\n\nadditional jobs and tax income to the state rather than exporting\n\nOklahoma dollars;\n\n3. Development of protein which will be more efficiently stored\n\nand marketed to foreign nations rather than the present method of\n\nsimple export of unprocessed grain products;\n\n4. Alternative local outlets for Oklahoma agricultural products\n\nwhich can be particularly utilized in times of depressed grain\n\nprices so as to give Oklahomans greater control of their crop\n\nmarketing procedures rather than have crop marketing procedures too\n\ndependent upon federal agencies, major grain exporters, and foreign\n\npurchasers. Local outlets may include ethanol plants, oil seed\n\nprocessing plants, agricultural production facilities, or facilities\n\nrelated to the processing, marketing, or distribution of ethanol or\n\nproducts derived from ethanol or ethanol components, other biobased\n\nproducts, coproducts, or byproducts;\n\n5. Cooperation with private industry to establish ethanol- and\n\nbiobased-product-related production facilities in Oklahoma to create\n\ndemand for agricultural products;\n\n6. Promotion and market development, in cooperation with\n\nprivate industry, of ethanol or products derived from ethanol or\n\nethanol components, biodiesel, coproducts, or byproducts; and\n\n7.
