The at-large member appointed by the Governor, pursuant to\n\nSection 2-1 of this title, shall be the President of the State Board\n\nof Agriculture and shall serve at the pleasure of the Governor.\n\nB. The President shall be the executive officer of the Board\n\nand, in the absence of the Board, shall, subject to approval of the\n\nBoard, perform all of the duties imposed by law.\n\nC. The Board shall elect a Secretary who shall not be a member\n\nof the Board.
