The State Board of Agriculture shall be the official plant\n\npest and disease control agency of the State of Oklahoma. The Board\n\nshall have authority to promulgate and enforce rules governing plant\n\npests and plant protection, including quarantine.\n\nB. In addition to other statutory authority, the state plant\n\nregulatory official, upon obtaining concurrence of the State Board\n\nof Agriculture, may issue emergency orders governing plants in order\n\nto protect the citizens and plants of the state from diseases and\n\npests. The emergency order may:\n\n1. Prohibit or impose conditions on importing plants or\n\nimplements of husbandry into the state;\n\n2. Require testing of pests or plants;\n\n3. Require any treatment of pests or plants;\n\n4. Prohibit or impose conditions on moving plants or implements\n\nof husbandry within the state;\n\n5. Issue stop movement orders for all plants in the state to\n\ndetermine the precise location of a plant pest or disease;\n\n6. Govern the disposition of plants; and\n\n7. Impose other measures governing plants to protect the\n\ncitizens and plants of the state from diseases and pests.\n\nC.
