Except as may otherwise be provided by law, the Oklahoma\n\nDepartment of Agriculture, Food, and Forestry shall be the state\n\nentity empowered to implement the policy of the state regarding the\n\ncare and handling of livestock in this state.\n\nB. No municipality, county, or other political subdivision of\n\nthis state shall enact or enforce any order, ordinance, or\n\nregulation concerning the care and handling of livestock within its\n\njurisdiction that is more restrictive than rules promulgated by the\n\nOklahoma Department of Agriculture, Food, and Forestry concerning\n\nthe care and handling of livestock or Section 1685 of Title 21 of\n\nthe Oklahoma Statutes. Ordinances or regulations by municipalities\n\npertaining to land use or to human health or safety shall not be\n\nconsidered to constitute livestock care and handling.\n\nC. Except as otherwise provided by law as of the effective date\n\nof this act, standards for erection, installation, and use of\n\nstructures and equipment used for care and handling of livestock,\n\npoultry facilities, and planting of agricultural crops, except\n\nmedical marijuana, shall only be subject to regulation by the\n\nOklahoma Department of Agriculture, Food, and Forestry.
