An Odor Abatement Plan shall be developed by each licensed\n\nmanaged feeding operation prior to the submission of an application\n\npursuant to the provisions of this section and rules promulgated by\n\nthe State Board of Agriculture pursuant thereto. The Odor Abatement\n\nPlan shall include, but not be limited to, provisions for\n\ndocumentation of structural controls, documentation of Best\n\nManagement Practices, odor abatement, and recordkeeping provisions.\n\nB. 1. The Odor Abatement Plan shall include specific methods\n\nof odor reduction which shall be tailored to each facility and\n\ncreated to address each cause of odor listed in paragraph 2 of this\n\nsubsection.\n\n2. The Odor Abatement Plan shall address methods for reducing\n\nodors in relationship to swine maintenance, waste storage, land\n\napplication, and carcass disposal.\n\n3. The applicant or licensee shall examine the Odor Abatement\n\nPlan at least annually to evaluate the effectiveness of the plan,\n\nmodify for changed conditions at the facility and determine if\n\neconomically feasible technological advances are available and\n\nappropriate for the facility.\n\nC. If, after reviewing the Odor Abatement Plan, the Oklahoma\n\nDepartment of Agriculture, Food, and Forestry determines that the\n\nplan does not adequately meet one or more of the minimum\n\nrequirements, the licensed managed feeding operation shall make and\n\nimplement appropriate changes to the Plan which may include the\n\nutilization of economically feasible technology designed to abate\n\nodor as required by the Department pursuant to the Oklahoma Swine\n\nFeeding Operations Act and rules promulgated pursuant thereto.\n\nD. In determining the adequacy of an odor abatement plan, the\n\nDepartment shall consider all relevant factors including but not\n\nlimited to:\n\n1. Design of the facilities;\n\n2. Odor control technology to be utilized;\n\n3. Prevailing wind direction in relation to occupied\n\nresidences;\n\n4. Size of operation;\n\n5. Distance from facility to occupied residences; and\n\n6.
