The State Board of Agriculture or its authorized agents are\n\nempowered to enter upon the premises of any swine feeding operation\n\nfor the purpose of investigating complaints as to the operation or\n\nto determine whether there are any violations of the Oklahoma Swine\n\nFeeding Operations Act. The Department shall make at least one\n\nunannounced inspection per year of every swine feeding operation\n\nlicensed pursuant to the Oklahoma Swine Feeding Operations Act.\n\nB. 1. The Board shall promulgate standard precautions for the\n\nprevention of the transmission of communicable diseases to humans\n\nand animals to be used by employees of the Oklahoma Department of\n\nAgriculture, Food and Forestry when inspecting swine feeding\n\noperations pursuant to their official duties specified by the\n\nOklahoma Swine Feeding Operations Act and rules promulgated pursuant\n\nthereto.\n\n2. Except for emergency situations or when enforcement of the\n\nprovisions of the Oklahoma Swine Feeding Operations Act requires the\n\nuse of the standard precautions as promulgated by the Board pursuant\n\nto paragraph 1 of this subsection, Department employees shall\n\nobserve the health standards and sanitary requirements of the\n\nfacility.\n\nC.
