The provisions of Section 20-19 of this title relating to\n\nsetback requirements and the provisions of subsections B and C of\n\nSection 20-12 of this title relating to utilization of liners in\n\nretention structures or documentation of no hydrologic connection\n\nand to a minimum separation of ten (10) feet between the bottom of\n\nthe retention structure and the maximum groundwater elevation shall\n\nnot apply to any concentrated swine feeding operation that is\n\nlicensed by or submitted a substantially completed application on or\n\nbefore September 1, 1997.\n\nB.
