Sections 2 through 11 of this act shall be known and may be\n\ncited as the “Oklahoma Agriculture Pollutant Discharge Elimination\n\nSystem Act”.\n\nB. The purpose of the Oklahoma Agriculture Pollutant Discharge\n\nElimination System Act is to:\n\n1. Implement the federal National Pollutant Discharge\n\nElimination System requirements;\n\n2. Assist the Oklahoma Department of Agriculture, Food, and\n\nForestry in obtaining authorization to implement the federal Clean\n\nWater Act programs; and\n\n3. Issue permits to the persons or organizations owning or\n\noperating facilities regulated within the areas of environmental\n\njurisdiction of the Department.\n\nC. The provisions contained in the Oklahoma Agriculture\n\nPollutant Discharge Elimination System Act shall only apply to those\n\nprograms established pursuant to the environmental jurisdiction of\n\nthe Department as stated in Section 1-3-101 of Title 27A of the\n\nOklahoma Statutes.\n\nD. Water programs within the environmental jurisdiction of the\n\nDepartment are hereby established that shall be responsible for:\n\n1. Water quality including, but not limited to, point source\n\nand nonpoint source pollution;\n\n2. Water protection; and\n\n3.
