The State Board of Agriculture shall have the authority to\n\nestablish a quarantine and promulgate rules prohibiting or\n\nrestricting the transportation into or through Oklahoma from any\n\nother state, country, territory, or district of any nursery stock,\n\nor other article, of any character, capable of carrying plant pests\n\nor other harmful pests.\n\nB. The quarantine shall show the boundaries of the area or\n\nplace quarantined and the conditions of the quarantine.\n\nC.
