The Oklahoma Department of Agriculture, Food, and Forestry\n\nis authorized to promulgate rules, including, but not limited to:\n\n1. Establishing quarantine areas in this state or any portion\n\nthereof at the request of the board of directors;\n\n2. Designating this state or any portion thereof as an\n\n“eradicated area”; and\n\n3. Governing the storage or other handling in the eradicated or\n\nother quarantined areas of regulated articles and the movement of\n\nregulated articles into or from these areas, when the Department\n\ndetermines that an action is necessary, or reasonably appears\n\nnecessary, to prevent, eradicate, control, or retard the spread of\n\nboll weevil.\n\nB. 1. The Department shall promulgate rules establishing a\n\nreasonable schedule of administrative penalties and fines for\n\nviolations of the Boll Weevil Eradication Act.\n\n2. The Department shall promulgate rules necessary, expedient,\n\nor appropriate for the performance, enforcement, or carrying out of\n\nany of the purposes, objectives, or provisions of the Boll Weevil\n\nEradication Act.\n\n3.
