It shall be unlawful for any person to store or handle any\n\nregulated article in an eradicated or other quarantined area, or to\n\nmove into or from an eradicated or other quarantined area any\n\nregulated article, except under conditions as may be prescribed by\n\nthe rules promulgated by the State Board of Agriculture.\n\nB. Any person who, except in compliance with the rules of the\n\nDepartment, moves any regulated article into this state from any\n\nother state infested by boll weevils shall be deemed guilty of a\n\nmisdemeanor and, upon conviction, shall be subject to the penalty\n\nprovided in Section 3-50.20 of this title.
