Elections for the board of directors shall be conducted\n\nunder the procedures provided by this section.\n\n2. A cotton grower eligible to vote in a particular district\n\nwho desires to be a candidate for the board of directors shall file\n\nwith the board a petition signed by five cotton growers from the\n\ndistrict board. The application shall be:\n\na. filed not later than thirty (30) days before the date\n\nset for the election, and\n\nb. on a form approved by the board.\n\n3. On receipt of an application and verification that the\n\napplication meets the requirements of this section, an applicant's\n\nname shall be placed on the ballot for the election of the board of\n\ndirectors.\n\n4. The election shall be preceded by at least forty-five (45)\n\ndays' notice published in one or more newspapers published and\n\ndistributed in the established election districts. The notice shall\n\nbe published not less than once a week for three (3) consecutive\n\nweeks.\n\nB. All cotton growers actively engaged in the production of\n\ncotton in the year of the calling of an election or who were\n\nactively engaged in production of cotton in any two (2) of the three\n\n(3) years immediately preceding the calling of the election shall be\n\nentitled to vote in the election. The board shall determine\n\neligibility to vote.\n\nC. The board shall establish an election process that shall\n\ninclude but not be limited to provisions for determining:\n\na. who is a cotton grower eligible to vote in an\n\nelection,\n\nb. whether a board member is elected by a plurality or a\n\nmajority of the votes cast, and\n\nc. qualifications for membership of the board of\n\ndirectors.\n\nD. Eligible cotton growers may vote in any district in which\n\nthey produce cotton.\n\nE.
