There is hereby created the Oklahoma State University\n\nVeterinary Medicine Authority, known and cited also as \"OSUVMA\", an\n\nagency of the State of Oklahoma, a body corporate and politic, with\n\npowers of government and with the authority to exercise the rights,\n\nprivileges, and functions as specified in the Oklahoma State\n\nUniversity Veterinary Medicine Authority Act. The Oklahoma State\n\nUniversity Veterinary Medicine Authority is covered by the\n\nGovernmental Tort Claims Act.\n\nB. The Authority shall consist of eight (8) members as follows:\n\n1. One member shall be appointed by the Governor, with the\n\nadvice and consent of the Oklahoma State Senate;\n\n2. One member shall be appointed by the Speaker of the Oklahoma\n\nHouse of Representatives;\n\n3. One member shall be appointed by the President Pro Tempore\n\nof the Oklahoma State Senate;\n\n4. One member shall be the Dean of the Oklahoma State\n\nUniversity College of Veterinary Medicine;\n\n5. One member to be appointed from the veterinarian community\n\nby the President of Oklahoma State University;\n\n6. One member shall be a member of the Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges;\n\n7. One member shall be appointed by the Chair of the Board of\n\nRegents for the Oklahoma Agricultural and Mechanical Colleges; and\n\n8. One ex-officio, non-voting member shall be the Chief\n\nExecutive Officer of the Oklahoma State University Veterinary\n\nMedicine Authority who shall be appointed by the President of\n\nOklahoma State University.\n\nC. All appointed members shall be appointed by July 1, 2023.\n\nOf the members of the Authority initially appointed, the member\n\nappointed by the President Pro Tempore of the Senate shall serve a\n\nterm of three (3) years; the member appointed by the Speaker of the\n\nHouse of Representatives shall serve a term of two (2) years; and\n\nthe member appointed by the Governor shall serve a term of one (1)\n\nyear. Successors shall be appointed for terms of three (3) years.\n\nD. Each member of the Authority, prior to appointment, shall be\n\na resident of the state and a qualified elector. Each member of the\n\nAuthority shall possess dual office holding exemption privileges and\n\nshall be exempt from any statutory dual office holding prohibitions.\n\nE. Members shall be removable only for cause by the appointing\n\nauthority. Any vacancy occurring on the Authority shall be filled\n\nby the original appointing authority.\n\nF. The members of the Authority shall serve without\n\ncompensation but may be reimbursed for all actual and necessary\n\ntravel expenses incurred in performance of their duties in\n\naccordance with the provisions of the State Travel Reimbursement\n\nAct.\n\nG. All members of the Authority and administrative personnel of\n\nthe Authority shall be subject to the provisions of the Oklahoma\n\nEthics Commission Rules, Chapter 62 Appendix of Title 74 of the\n\nOklahoma Statutes.\n\nH. A quorum of the Authority shall be four (4) voting members.\n\nThe Authority shall elect a chair and vice-chair from among its\n\nmembers.\n\nI. The Authority shall be exempt from the Oklahoma Central\n\nPurchasing Act but shall be subject to the purchasing policies of\n\nOklahoma State University and shall be subject to the Oklahoma Open\n\nMeeting Act and the Oklahoma Open Records Act, except as otherwise\n\nprovided by this act. Any information submitted to or compiled by\n\nthe Authority except for budgetary information related to\n\nappropriations or the appropriations process with respect to the\n\nmarketing plans, financial statements, trade secrets, research\n\nconcepts, methods or products, or any other proprietary information\n\nof the Authority, persons, firms, associations, partnerships,\n\nagencies, corporations, institutions of higher education, nonprofit\n\nresearch institutions or other entities shall be confidential,\n\nexcept to the extent that the person or entity which provided the\nthe\n\nmarketing plans, financial statements, trade secrets, research\n\nconcepts, methods or products, or any other proprietary information\n\nof the Authority, persons, firms, associations, partnerships,\n\nagencies, corporations, institutions of higher education, nonprofit\n\nresearch institutions or other entities shall be confidential,\n\nexcept to the extent that the person or entity which provided the\n\ninformation or which is the subject of the information consents to\n\ndisclosure.
