In addition to any other\n\nlimitations, conditions or restrictions provided by law, the\n\nfollowing conditions shall apply to contractual agreements entered\n\ninto pursuant to this section:\n\n1. Private and public funds shall be accounted for separately;\n\nand\n\n2.
