The State Board of Agriculture is hereby authorized to\n\nestablish and administer the Oklahoma Agriculture Enhancement and\n\nDiversification Program.\n\nB. The purpose of the Oklahoma Agriculture Enhancement and\n\nDiversification Program is to promote and encourage the interests of\n\nagriculture through the allocation of funds, by grant or loan, to\n\nindividuals, cooperatives and other agricultural entities to:\n\n1. Develop new or expanded uses of agricultural products;\n\n2. Develop new or expanded benefits of agricultural events;\n\n3. Increase agricultural productivity;\n\n4. Provide added value to agricultural products or events;\n\n5. Benefit the agricultural producer; and\n\n6. Benefit the agricultural interests of this state.\n\nC. The Program shall consist of the following categories:\n\n1. Value-added agriculture grants and loans for entities or\n\nindividuals to develop or establish production, processing or\n\nmarketing of agricultural products. The purpose of this category is\n\nto provide funding for promoting productivity, providing added value\n\nto agricultural products, stimulating and fostering agricultural\n\ndiversification and encouraging processing innovations;\n\n2. Farm diversification grants or loans for projects dealing\n\nwith the diversification of family farms or ranches to\n\nnontraditional crops, livestock, agritourism, or on-farm, value-\n\nadded processing of agricultural commodities;\n\n3. Product development and research grants and loans for\n\nagricultural business creation or expansion, or research which will\n\nlikely lead to a marketable agricultural product through the\n\nfocusing of research efforts on uses and processing of Oklahoma\n\nagricultural products and by-products, including but not limited to:\n\na. focused research which enhances the value of an\n\nagricultural product or by-product,\n\nb. feasibility studies, and\n\nc. product development and test-marketing costs;\n\n4. Agricultural event or events that benefit and further the\n\npublic interest in agriculture; and\n\n5. Veteran or young farmer grants or loans for veterans and\n\nyoung farmers that are engaged or will be engaged in expansion or\n\ncreation of an agricultural business.\n\nD.
