The Oklahoma Department of Agriculture, Food, and Forestry\n\nshall require eligible applicants to submit information, forms and\n\nreports as are necessary to properly and efficiently administer the\n\nOklahoma Agriculture Enhancement and Diversification Program.\n\nB. Persons may apply to the Department for grant or loan funds\n\nin accordance with rules promulgated by the State Board of\n\nAgriculture. Applications for grant or loan funds shall be approved\n\nor denied by the Department in accordance with criteria promulgated\n\nby the State Board of Agriculture pursuant to the Oklahoma\n\nAgriculture Enhancement and Diversification Program.\n\nC. Grant or loan funds may be made available to eligible\n\napplicants pursuant to evaluation by the Department based on the\n\nfollowing criteria:\n\n1. Preference may be given to the applicants whose:\n\na. industrial and nonfood production processes utilize\n\nagricultural products,\n\nb. food, feed and fiber products and uses are innovative\n\nand add to the value of agricultural products,\n\nc. applications demonstrate a high probability of job\n\ncreation and return-on-investment,\n\nd. proposals feature research that is innovative as well\n\nas commercially plausible,\n\ne. proposals demonstrate a high probability of rapid\n\ncommercialization,\n\nf. projects demonstrate a shared commitment for funding\n\nfrom other private or public sources or from the\n\napplicant,\n\ng. proposals center efforts on nonurban locales,\n\nh. principals are individuals, a group of individuals, an\n\nindividual on behalf of a group, or corporations which\n\nmeet the criteria set forth in Section 951 of Title 18\n\nof the Oklahoma Statutes, to market a product or\n\nformulate or implement a marketing plan for\n\nagricultural products produced or processed in\n\nOklahoma,\n\ni. proposals contain the potential to create additional\n\nincome for the farm unit,\n\nj. proposals provide for new and innovative plans for\n\nmarketing the product, and\n\nk. proposals for agricultural events that expose new\n\naudiences to agriculture or benefit the entire state\n\nor a large geographic region of the state; and\n\n2. Consideration shall not be given to applications for:\n\na. research or marketing plans which do not clearly meet\n\nthe stated objectives of the Oklahoma Agriculture\n\nEnhancement and Diversification Act,\n\nb. proposals which are aimed solely at business expansion\n\nor creation without regard to agricultural products\n\nutilization,\n\nc. research or marketing plans that cannot reasonably be\n\nexpected to result in a viable commercial application,\n\nor that are or have been duplicated by other research\n\nefforts,\n\nd. proposals for agricultural events that do not result\n\nin expansion of the event or encourage additional\n\npublic interest in the event, or\n\ne. proposals for growing or any other aspect of medical\n\nmarijuana.\n\nD. 1. Any information submitted to or compiled by the\n\nDepartment with respect to the marketing plans, financial\n\nstatements, trade secrets, research concepts, methods or products,\n\nor any other proprietary information of persons, firms,\n\nassociations, partnerships, agencies, corporations, institutions of\n\nhigher education, nonprofit research institutions or other entities\n\npursuant to the Oklahoma Agriculture Enhancement and Diversification\n\nProgram shall not be disclosed pursuant to the Oklahoma Open Records\n\nAct or in public hearings and shall be kept confidential, except to\n\nthe extent that the person or entity which provided such information\n\nor which is the subject of such information consents to disclosure.\n\n2.
