Upon receiving the report of the returns of an election and\n\nreferendum, the Commissioner shall determine:\n\n1. The number of votes cast for and against the referendum\n\nproposition;\n\n2. The total volume of production of the commodity during the\n\nrelevant production period;\n\n3. The percentage of the total volume of production of the\n\ncommodity that was produced by those voting in favor of the\n\nreferendum proposition; and\n\n4. The appropriate number of candidates receiving the highest\n\nnumber of votes for membership on the commodity producers board.\n\nB.
