In a referendum election, if the Commissioner finds that\n\neither of the two conditions set forth in subsection B of this\n\nsection are met, the Commissioner shall publicly certify the\n\nadoption of the referendum proposition and issue certificates of\n\nelection to those persons elected to the board. Otherwise the\n\nCommissioner shall certify that the referendum proposition was\n\ndefeated.\n\nB. The referendum proposition will be adopted upon a finding\n\nthat:\n\n1. Two-thirds or more of those voting in the election voted in\n\nfavor of the referendum proposition; or\n\n2. More than one-half of those voting in the election voted in\n\nfavor of the referendum proposition, and those voting in favor of\n\nthe proposition produced at least fifty percent (50%) of the volume\n\nof the production of the commodity during the relevant production\n\nperiod.\n\nC.
