In a referendum election, if the Commissioner of the\n\nOklahoma Department of Agriculture, Food, and Forestry finds that\n\neither of the two conditions set forth in subsection B of this\n\nsection are met, the Commissioner shall publicly certify the\n\nadoption of the referendum proposition. Otherwise, the Commissioner\n\nshall certify that the referendum proposition was defeated.\n\nB. 1. The adoption of the referendum proposition will be\n\nsubject to the referendum process outlined by the federally approved\n\ncommodity board.\n\n2. In the event that the federally approved commodity board\n\ndoes not have an outlined referendum process, the referendum\n\nproposition will be adopted upon finding that:\n\na. two-thirds (2/3) or more of those voting in the\n\nelection voted in favor of the referendum proposition,\n\nor\n\nb. more than one-half (1/2) of those voting in the\n\nelection voted in favor of the referendum proposition\n\nand those voting in favor of the proposition produced\n\nat least fifty percent (50%) of the volume of the\n\nproduction of the commodity during the relevant\n\nproduction period.\n\nC.
