The designated nonprofit commodity organization shall\n\nprepare and distribute all necessary ballots in advance of the\n\nreferendum and shall cause ballots to be available at all polling\n\nplaces.\n\nB. The ballot shall specify a maximum rate for the authorized\n\nstate assessment.\n\nC.
