It shall be unlawful and deemed a Class D3 felony\n\noffense to ship, transport, or cause to be shipped or transported\n\nany livestock into the State of Oklahoma, unless accompanied by an\n\nofficial health certificate, permit, or both, which shall be in the\n\npossession of the driver of the vehicle or person in charge of the\n\nlivestock.\n\n2. The owner of the livestock, the shipper, and the operator of\n\nthe vehicle transporting the livestock shall be equally and\n\nindividually responsible for meeting all requirements regarding\n\nhealth certificates, permits, and the movement of livestock into\n\nthis state.\n\n3. An official health certificate or permit shall not be\n\nrequired for any livestock shipped directly from a farm of origin,\n\nwith no diversion in route, to an approved market or slaughtering\n\nestablishment operating under state or federal supervision, if a\n\nwaybill, bill of lading, or certificate of ownership accompanies the\n\nshipment showing the consignor and the point of origin of the\n\nshipment, and the approved market or slaughtering establishment to\n\nwhich the livestock are shipped.\n\nB. 1. It shall be unlawful and deemed a Class D3 felony\n\noffense for any livestock that are affected with or that have been\n\nexposed to any infectious, contagious, or communicable disease or\n\nwhich originate from a quarantined area to be shipped or in any\n\nmanner transported or moved into or through the state until written\n\npermission for entry, transportation, or movement is obtained from\n\nthe State Board of Agriculture or its authorized agent.\n\n2.
