No person may engage in the private commercial production of\n\ncatfish, minnows, fingerlings, fish, frogs, or other aquatic species\n\nwithout having first procured a license from the State Board of\n\nAgriculture.\n\nB. The initial fee for a license issued pursuant to the\n\nprovisions of this section, and the annual fee for the renewal of\n\nsuch license, shall be Ten Dollars ($10.00).\n\nC. All licenses may be renewed so long as the applicant remains\n\nin operation, in the production of a particular aquatic species and\n\nin compliance with the provisions of this act and rules promulgated\n\nthereto.\n\nD. Nothing in this act shall be construed to authorize the\n\nimportation or exportation of minnows and other fish species that\n\nare subject to the provisions of Sections 4-105, 4-115, and 7-602 of\n\nTitle 29 of the Oklahoma Statutes.\n\nE.
